My friend, Best time for us to hold our tongue is, when we really feel like, we must say something; because our words can create or kill, begin or end, win or lose, welcome or banish. Be wise, be patient [Proverbs 18.21] .... Many are in darkness or ignorance; not for lack of light or knowledge but they never open their eyes to information or knowledge. Remember wisdom and knowledge is must for improvement [Proverbs 1.7]

Bible/God says that, life and death is in the power of our tongue. Words can birth or kill. Build or destroy. Attract or repel. Stop or start. Win or lose. The best time for us to hold our tongue is the time we feel like, we must say something or burst. God said, patience, self-control; are signs of wisdom. So be wise, be patient; learn, practice to control your tongue. But when you speak; speak clearly, choosing the right words of wisdom and value, to the right people, in the right time; or better remain silent.
